Izveštaj o medijima u Istočnoj Srbiji

U okviru projekta "Unapređenje sistema i mehanizama prevencije i reagovanja u slučajevima pretnji po bezbednost i život novinarki i novinara u Srbiji", Asocijacija nezavisnih elektronskih medija sa partnerima Centrom za razvoj lokalnih medija (CRLM) iz Požarevca i Insajder TV nastoji da unapredi sistem zaštite novinara i medijskih radnika. Jedna od aktivnosti projekta je i priprema izveštaja od strane CRLM-a o stanju lokalnih medija, kako bezbednosnom tako i finansijskom i svakom drugom relevantnom aspektu za nezavisnost i profesionalnost medija.

Iskustva novinara i novinarki iz Zaječara i Bora pokazuju da je bezbednost lokalnih medija višeslojni problem koji obuhvata fizičke napade, onlajn targetiranje, institucionalne opstrukcije, političke pritiske i ekonomsku nesigurnost, navodi se u izveštaju o medijima koji izveštavaju u Istočnoj Srbiji.

Sagovornici u ovoj analizi svedoče da se ovi pritisci ne pojavljuju izolovano, već se često prepliću i međusobno pojačavaju – što direktno utiče na profesionalni rad, osećaj lične sigurnosti i dugoročnu održivost redakcija.

Posebno zabrinjava činjenica da su reakcije institucija neujednačene i često nedovoljne, zbog čega se poverenje novinara u sistem zaštite dodatno slabi. U takvom okruženju, teret bezbednosti se prebacuje na same redakcije, lične procene novinara i podršku novinarskih udruženja i grupa.

Iako postoje primeri solidarnosti, obuka i međuredakcijske podrške, sagovornici ističu da su ti mehanizmi još uvek nedovoljni da bi obezbedili sistemsku sigurnost. Većina redakcija nema formalne protokole za postupanje u kriznim situacijama, dok su obuke retke i kratkotrajne, navodi se u izveštaju.

Bez sistemske zaštite i političke volje da se napadi na novinare sankcionišu, lokalni mediji ostaju izloženi stalnim pritiscima koji direktno ugrožavaju pravo građana na tačno, pravovremeno i slobodno informisanje, zaključuju autori analize.

Autori izveštaja Jana Jacić i Marko Tadić navode da je ovaj izveštaj nastao je na osnovu intervjua sa novinarima i novinarkama iz Zaječara i Bora: Sašom Trifunovićem (Ist Media), Vesnom Obrenović (Radio Magnum), Zvonkom Damnjanovićem (Medija centar Bor), Dušanom Vojvodićem (ZA Media), Lazarom Ranđelovićem (Tebra portal), Anđelom Risantijević i Miljkom Stojanovićem (Glas Zaječara). Sagovornici su kroz lična iskustva govorili o bezbednosti novinara, institucionalnim i političkim pritiscima, profesionalnim izazovima i uslovima rada u Istočnoj Srbiji.

Report on the media in Eastern Serbia

Within the project "Upgrading of the prevention and response system and mechanisms in cases of threats to the safety and life of female and male journalists in Serbia", the Association of Independent Electronic Media with partners Center for Development of Local Media (CRLM) from Požarevac and Insider TV strives to improve the system of protection of journalists and media workers. One of the activities of the project is the preparation of a report by the CRLM on the state of local media, both in terms of security and financial and every other relevant aspect for the independence and professionalism of the media.

The experiences of journalists from Zaječar and Bor show that the security of local media is a multi-layered problem that includes physical attacks, online targeting, institutional obstructions, political pressures and economic insecurity, according to a report on media reporting in Eastern Serbia.

The interlocutors in this analysis testify that these pressures do not appear in isolation, but often intertwine and reinforce each other - which directly affects professional work, a sense of personal security and the long-term sustainability of newsrooms.

Of particular concern is the fact that the reactions of the institutions are uneven and often insufficient, which further weakens the confidence of journalists in the protection system. In such an environment, the burden of security is shifted to the newsrooms themselves, the personal assessments of journalists and the support of journalistic associations and groups.

Although there are examples of solidarity, training and inter-editorship support, the interlocutors point out that these mechanisms are still insufficient to ensure systemic security. Most newsrooms do not have formal protocols for dealing with crisis situations, while trainings are rare and short-lived, the report states.

Without systemic protection and the political will to sanction attacks on journalists, local media remain exposed to constant pressures that directly threaten citizens' right to accurate, timely and free information, the authors of the analysis conclude.

Through personal experiences, the interlocutors talked about the safety of journalists, institutional and political pressures, professional challenges and working conditions in Eastern Serbia.
